Recent studies have shown that agricultural research can have high payoffs in Africa, but impact depends on how well technology fits with evolving needs and capacity in the agricultural sector and the rest of the economy. Structural adjustment policies (e.g., market liberalization, currency devaluation) and political change are transforming user demands for new technology and the economic environment in which technology must perform. The challenge is how to design agricultural research as a strategic input to promote broad-based economic growth, structural transformation, and food security in the increasingly market-driven, but fragile, economies of Africa.

This paper grows out of earlier work on cotton by the Food Security Research Project. It is directed towards policy makers and private stakeholders in Zambia’s cotton sector, and has four main purposes: (a) To provide a detailed descriptive overview of the organization of the sector and of the behavior of key public and private participants in the sector; (b) To assess cotton’s role in smallholder livelihood strategies, and its competitiveness at the farm level with a key alternative crop–maize; (c) To critically evaluate recent policy initiatives in the sector and suggest key modifications that might be needed; and (d) To identify the primary challenges that the sector faces to ensure its future competitiveness in regional and international...

The paper consists of three parts. The first part of the paper is a review of agricultural performance in Ethiopia over the past forty years. The second part diagnoses agricultural system performance and food security problems in Ethiopia and discusses some tentative practical strategies for promoting an agricultural transformation, and with it, increased productivity, income growth, and food security over the long run. The third part describes the general approach to promoting an agricultural transformation and food security for Ethiopia. It is conceptual and procedural. It draws from the lessons of economic history and theory applied to the current situation in Ethiopia.

Finding the Balance Between Agricultural and Trade Policy: Rwanda Coffee Policy in Flux AgEcon

Coffee is the principal source of foreign exchange for Rwanda. Over the years the predominating coffee policy has been to remunerate coffee producing highly to ensure sufficient production and foreign exchange receipts. The current policy debate focuses on whether the government can remove or modify coffee laws in existence since 1978 in such a way as to reduce the burden of the State and return crop choice to farmers without bringing about a catastrophic collapse in foreign exchange inflows.

Improving the Impact of Market Reform on Agricultural Productivity in Africa: How Institutional Design Makes a Difference Abstract: This paper reviews the emerging empirical record of agricultural marketing policy reform and agricultural productivity, drawing from research on food access and agricultural productivity supported by USAID’s Africa Bureau on seven countries in West, Eastern, and Southern Africa. We also examine key factors constraining past and future performance of the food systems in these countries. The paper concludes by identifying a set of policy issues for further consideration that would help provide the investment incentives to promote productivity growth for the millions of low-input semi-subsistence rural households in the region.

The objectives of this report are to identify market-oriented strategies to alleviate both chronic and transitory food insecurity, and to examine the interactions between short-run targeting mechanisms and longer-run strategies designed to alleviate the chronic causes of inadequate access to food. Industrialization of the food and agricultural sectors changes the pattern of external effects. Participants helped or harmed in the process attempt to influence outcomes through markets and politics. Decisions about property rights and boundaries determine benefits and burdens and the relative cost of animal agriculture in different jurisdictions. Prescriptions to redefine property rights are influenced by selective perception of rights to share in the benefits and be protected from costs. Political choices about the appropriate jurisdiction (state versus local) for addressing environmental and nuisance effects of animal agriculture affect whose preferences count and will influence the development of these sectors.
